Officials decided that the departure of cultural figures from the country could not last more than 60 days. The tightening of the rules began after the scandal with stand-up comedian Andrey Schegel, who left for Turkey and is not going to return.
In Ukraine, they may change the rules for leaving the country for men working in the field of culture. On March 14, Minister of Culture and Information Policy Oleksandr Tkachenko spoke about this on the air of a single telethon.
According to him, changes have been prepared for the departure of artists, artists and journalists. They will need to provide the following documents:
confirmation that military records are kept in their organizations; contracts indicating the purpose of the trip; if they went to promote Ukraine culturally or collect money, then a report is needed; diplomatic visits are also subject to reporting.
Departure of cultural figures cannot last more than 60 days. The Minister believes that this is a fair demand.

Deputy Minister of Culture Galina Grigorenko said that men working in the field of art need a number of documents. To travel abroad, they will be required to have a registered certificate, a military ID or a temporary certificate of a person liable for military service.
Scandal with comedian Andrey Schegel
Recall that on March 7, Secretary of the National Security and Defense Council Oleksiy Danilov gave an example of how 6 artists left to represent Ukraine abroad and did not return.
One of these artists was the stand-up comedian Andrei Shchegel. He said that he had left for Turkey and did not plan to return to Ukraine. In his opinion, Ukraine has no chance for a civilized life.
After that, at a meeting of the Headquarters of the Commander-in-Chief, the complications of getting men out of Ukraine were discussed.
Andriy Shchegel said that he received 3 summonses in Ukraine: 2 in the city of Rakhiv, Transcarpathian region, and 1 in Nadvirna, Ivano-Frankivsk. The comedian decided to live in a comfortable psychological environment.
The Ministry of Culture stated that Shchegel was part of a group of Ukrainian artists who were allowed to leave Ukraine with the condition of a mandatory return. Officials called the actions of the comedian “unacceptable” in wartime conditions.
Ukraine has also complicated the procedure for traveling abroad by car. The online registration of the “Green Card” was canceled on the same day.
