US intelligence has completed a long-term investigation into the causes of the “Havana Syndrome” among US diplomats and made a final decision.
According to the CIA’s final report, which is a decades-long investigation into the causes of the “Havana Syndrome”, it is said that the illnesses of US diplomats “most likely” have nothing to do with energy weapons, writes The Washington Post.
The intelligence department notes that it is unlikely that Russia uses, much less owns, energy weapons capable of influencing specific people (compact pistols or shotguns). Although the modern military industry is developing and testing such weapons that can disable drones or other equipment, but in such a compact version, hardly any country in the world owns something like this.
What is “Havana Syndrome”
The scandal surrounding this topic and Russia’s involvement in it broke out in 2016, when more than 200 US diplomats in Cuba, China, Kazakhstan, Russia and the United States experienced migraines, fatigue, dizziness, memory lapses and suffered from various kinds of cognitive impairment. Some of the victims said that they felt as if they were hit by an explosive or energy wave. As a result, many diplomats were forced to constantly seek medical care, and some were forced to retire early.
US intelligence agencies immediately began an investigation, analyzing all the possibilities: from acoustic exposure to electromagnetic. In some circles, including government circles, a version immediately surfaced that Russia and its secret development of energy weapons, which are being tested on American diplomats, were involved in the attacks on personnel. Moreover, doctors did not exclude the impact on patients of “directed, pulsed radio frequency energy.”
Energy weapons of Russia: the results of the investigation
After analyzing the array of data and conducting thousands of studies over more than 6 years since the incident, the CIA came to the conclusion that “most likely” Russia, or any other country, is not related to the health problems of American diplomats.
Although David Relman, who led the National Academy investigation and co-chaired the expert panel, still maintains that the energy weapon hypothesis is still “viable.” But the CIA believes the diplomats’ health problems were caused by a pre-existing medical condition or environmental factors.
On the other hand, the victims claim that the special services did not sufficiently explore the potential of using energy weapons and, perhaps, they suffered precisely from the experimental developments of Russia.
How energy weapons work
Similar military systems using lasers or directed energy do exist. True, in most cases they are rather large devices and are designed to disable enemy equipment – loitering ammunition, homing missiles, combat drones, fighter jets, etc. Although for many years the concept of such weapons for influencing people, for example, on foot soldiers.

Infrasonic weapons use rather strong infrasound as a damaging agent (sound waves with a frequency lower than that perceived by the human ear – ed.). Depending on the strength of the impact, a person may experience fear, horror, panic or psychosis. There is evidence that such devices are used by the National Guard – similar sensors called “Whisper” are built into its shields, the authors of the article write.
The long-range sonic cannon, developed by LRAD Corporation, “screams” much louder than the most powerful speakers and is capable of simply stunning the enemy. A similar system called “Sirin” exists in Russia, the material says.

The Active Denial System (ADS) is a special installation that emits electromagnetic waves at a frequency of 95 GHz. In people exposed to the system, there is a sensation of shock from the thermal effect on the skin. But still, this system can hardly be called “compact and inconspicuous.”
