According to reserve colonel of the Armed Forces of Ukraine Roman Svitan, due to the abolition of military service during martial law, young people over 18 years of age are not subject to mobilization. He thinks it needs to be fixed.
Military expert, reserve colonel of the Armed Forces of Ukraine Roman Svitan proposed to mobilize young people aged 18 to 27 years and security officials with extensive experience. He spoke about this on the air of “Radio NV”.
According to Svitan, there are several categories of people in Ukraine who can still be mobilized:
Ukrainians aged 18 to 27 years. Due to the abolition of military service during martial law, this category of the population is not subject to mobilization, the expert says. “It turns out that this very, very color, the very drive is completely turned off with us now,” Svitan emphasizes. He is sure that the ban on military service in Ukraine should be lifted. Thus, it will allow preparing a replacement for those who are currently serving at the front. Security forces with extensive experience. “This concerns the Ministry of Internal Affairs, the Security Service of Ukraine, the Ministry of Emergency Situations, security guards. Now there is a whole layer that is on special account. They are not called up, military registration and enlistment offices cannot call them up,” he specified. At the same time, Svitan believes that these are hundreds of thousands of young people who are motivated, professionally fit and know how to handle weapons. Cancel the reservation from mobilization. “Probably everyone is booked. Even ATB, in my opinion, has booked cleaners for itself,” the reserve colonel comments. He emphasizes that we are also talking about hundreds of thousands of Ukrainians who can be called upon. The same applies to civil servants in the country.
In total, according to Svitan, we are talking about a million people who can be called upon to defend Ukraine in the near future.
Can people under the age of 27 be mobilized in Ukraine?
In early February of this year, the Verkhovna Rada extended martial law and general mobilization. The law on mobilization training and mobilization does not provide for any restrictions for people under 27 years of age.
However, in accordance with the resolution of the Cabinet of Ministers No. 92 of February 1, 2023, only citizens of Ukraine over 27 years old can be registered with the military due to the abolition of military service.
However, according to lawyer Marina Bekalo, Ukrainians aged 18 to 27 can also be sent to the front, despite the abolition of conscription. According to her, these issues are regulated by separate norms of legislation. During martial law and general mobilization, all men from 18 to 60 years old are considered liable for military service.
“Kill colleagues”: why general mobilization is not needed
According to Svitan, the mobilization of all absolutely men in Ukraine is inappropriate.
“Definitely, you can’t call everyone. Definitely, a person’s genetic abilities greatly affect his combat readiness. This applies to both flight personnel and the military,” he stressed.
The expert says that only one in a hundred can fight, and one in a thousand can fly.
“All the rest are just suicide bombers. To give a person who is not ready to perform combat missions a weapon or explosives in his hands will kill himself or even cripple or kill his comrades, colleagues,” Svitan added.

Recall that on February 16, the speaker of the command of the Ground Forces of the Armed Forces of Ukraine, Colonel Roman Gorbach, said that mobilization in Ukraine does not stop, it goes “constantly and without any waves.” For failure to appear at the military enlistment office for a medical examination, a fine is provided, and ignoring the summons to join the military service entails criminal liability.
