The Russian Union of Motor Insurers (RSA) and the Ministry of Internal Affairs reported on the status of the project to check the availability of OSAGO policies through cameras on the roads – the reliability of the system approached “four nines”, which means very high for specialists. Thanks to the improvement of the AIS OSAGO database, the percentage of errors was reduced to a minimum.
Now we need to work out legal and organizational issues. It remains to be decided how many times you can be fined for not having an OSAGO policy if the driver has repeatedly been caught under cameras during the day – by analogy with a speeding fine, or whether this violation can be attributed to lasting ones, for which the fine comes once a day.

All issues are to be resolved by a working group with the participation of the Bank of Russia and the Ministry of Internal Affairs of the Russian Federation, which will meet in the near future.
According to RSA statistics, approximately 10.1% of drivers today do not have an OSAGO policy. Thanks to video cameras, the proportion of violators can be significantly reduced. This will protect the interests of the injured in the accident respectable participants in the movement. After all, there is still a high risk of suffering from a driver whose liability is not insured.
