The head of the diplomatic institution recalls that in international law, the president, prime minister and foreign minister enjoy immunity from any persecution, but Ukraine is working to rid the top officials of the aggressor country of this protection.
Due to the full-scale invasion, the killing of Ukrainians and the destruction of cities, Ukraine intends to prosecute Russian President Vladimir Putin, Russian Foreign Minister Sergei Lavrov and Russian Defense Minister Sergei Shoigu. This was announced on the air of the telethon on March 7 by Foreign Minister Dmitry Kuleba.
He said that the creation of an international tribunal for the top of the Kremlin has already been supported by 30 states, including the G7. The presence of the country on this list indicates that it agrees to the creation of a tribunal where the leadership of the Russian Federation will be judged because of the war that has broken out in Ukraine.
“I am pleased to announce that there are already 30 countries supporting the special tribunal for Russia. Greece joined this group today. There were 29 countries at the weekend. The special tribunal will focus specifically on the crime of aggression. And this is Putin and his closest retinue: Shoigu, Lavrov and the whole party criminal,” the minister said.
He expressed the hope that all 30 countries will resolve the issue of “Putin’s immunity.”
“In international law, there is a troika that enjoys complete immunity from any persecution. These are the president, the prime minister and the minister of foreign affairs. Our goal is to resolve this issue of immunities, but this is a filigree, neurosurgical operation,” Kuleba said.
To create a tribunal over Putin, a successful vote of the UN General Assembly is necessary. This was announced on March 5 by the judge of the People’s Court in The Hague, Stephen Rap. According to the judge, at least 90 votes are needed for such a decision. At the same time, the veto power of the UN will not help.
