The European Business Association is already saying that the situation at the border could trigger a halt in the production activities of companies.
Ukraine is likely to tighten controls over citizens who plan to cross the Ukrainian state border during wartime. Thus, mobile posts began to appear near checkpoints across the state border of Ukraine. They are installed by law enforcement officers and territorial recruitment and social support centers (TCC and SP), the European Business Association (EBA) reports on February 5, 2024.

It is noted that employees check the documents of truck drivers who are engaged in cross-border transportation. Also, at equipped mobile posts, they issue summonses and order you to appear at the TCC SP to clarify the data.
“This leads to the formation of additional queues at the state border, panic among company employees who are authorized to carry out the relevant transportation. After all, even if the driver is booked now, before rebooking, the employee may be unbooked for several days/weeks,” the message says.
In addition, as the EBA notes, the current situation complicates logistics for businesses, which may not only be left without contracts and international customers, but also begin to lay off workers and even stop production activities.
The message notes that the business does not like two things:
- service of remote subpoenas;
- imposition of restrictions in court.
“Firstly, the judicial system is already extremely overloaded, and if we add these cases to the courts, then the issues of the speed of judicial decisions may become even more serious. Secondly, now the country requires a lot of work in the context of establishing work with the rule of law – Therefore, it is important that the rule of law takes place in such cases,” the EBA noted.
The organization has already appealed to the Verkhovna Rada and Minister of Economy Yulia Sviridenko with a request to pay attention to the warnings of business in the context of mobilization legislation and not to adopt bill No. 10449 in its current version without finalizing the document.
The European Business Association also suggests considering implementing an additional employee booking tool.

Thus, the head of state proposes to parliament to extend mobilization and martial law from February 14, 2024 for another 90 days – until May 14.
Let us also recall that on February 1, the head of the parliament’s economic committee, Dmitry Natalukha, announced that individuals will not be able to protect themselves from mobilization by paying a certain amount to the state budget – only businesses will have this opportunity.
