But experts doubt the reality of the implementation of such a law.
They want to oblige dealers to sell cars at the recommended retail price (RRP), which is set by the manufacturer. The corresponding amendments to the law 381-FZ were made by the deputy Oleg Lebedev.
It is also expected to introduce a ban on the installation of additional equipment before the sale of the car to the buyer. Thus, dealers will be deprived of the opportunity to impose various options on buyers, which affects the final cost of selling a car.

In 2021, the recommended retail prices for cars increased by 18-40%, and in 2022 – by another 19%. At the same time, dealers began to impose additional options on buyers, as a result of which cars with an RRP of 1 million rubles began to cost almost twice as much, according to an explanatory note to the bill.
But experts doubt that such a law can be implemented. They note that this will lead to the emergence of a black market for cars – there may be resellers who specialize in buying new cars from dealers in order to sell them at a higher price later.
In addition, due to the reduction of “white” deliveries of cars to Russia, the very concept of the recommended retail price is no longer relevant – at best, such amendments can only be valid for AVTOVAZ and official Chinese importers, auto experts say.
Even if the amendments are adopted, the market will find a way around them, and the cars will still be sold at a much higher price than the RRP, experts are sure.
