The EU and the US are preparing for the logistical stage of the war with the Russian Federation. The US National Intelligence report clearly hints at this. The Biden administration and European partners are moving to an advanced level of aid to Ukraine to thwart Putin’s strategy of prolonging the fighting.
First, about the US National Intelligence report: here are some opinions on Director Haynes’ speech to Congress:
We do not assume that the Russian military will recover enough to achieve major territorial gains this year. Putin believes that dragging out the war may be his best strategy, even if it takes years… Russian reliance on more mobilization and foreign sources of ammunition. War in Ukraine became “a brutal war of attrition in which neither side has ultimate military superiority.” The spring offensive of Ukraine will be limited by the degree of support for the Armed Forces of Ukraine and the level of losses.
De facto, the intelligence report explained to American taxpayers the new strategy of the White House and the EU. It was well formulated by the Minister of Defense of Ukraine Oleksiy Reznikov: “most likely” 1 million 155-mm and 105-mm shells are needed (this is about €4 billion).
Priority number one is air defense systems, as well as ammunition, ammunition and more ammunition, so that Ukraine is ready for a counteroffensive.
Minister of Defense of Ukraine
Alexey Reznikov
Estonia offered the European Community to provide Ukraine with the necessary ammunition. The EU defense ministers have discussed this initiative, which is expected to be adopted this month.
The US Army is increasing its capacity for the production of 155-mm shells from 14,000 to 30,000 this spring, with a subsequent output of 90,000 per month. The throughput capacity for the release of other ammunition is also increasing.
Time is a key factor discussed by our partners. Plus, a decision on the F-16 is ripening.
The conclusion here is simple: neither the US nor the EU is in the mood to play along with Putin’s plans by dragging out the war, they are trying to help the Armed Forces of Ukraine win “in one breath,” that is, already this year. Brussels and Washington joined this process with unprecedented speed.
