In 2019, the former head of the Kirov administration, Ilya Shulgin, purchased 20 low-quality traffic cameras as part of the Safe and High-Quality Roads national project. The damage from these actions amounted to 21 million rubles.
The Leninsky District Court of Kirov sentenced Shulgin to two and a half years in prison with deprivation of the right to hold positions in the civil service and in local governments for 2 years.
His accomplice, the former head of the city’s road and park infrastructure department, Alexei Ishutinov, was sentenced to one and a half years in prison with the same deprivation of the right to hold office for the same two years. Both officials will serve their sentences in a penal colony.
