According to Roksolana Podlasa, UAH 322 billion will be needed just for training, food, clothing and payments for 400-500 thousand fighters. Another 400 billion UAH are needed for the purchase and modernization of military equipment.
Additional mobilization could cost Ukraine about 720 billion hryvnia, which is 22.5% of all costs. We are talking about the possible conscription of another 400-500 thousand people liable for military service into the ranks of the Armed Forces of Ukraine. The figures were commented on by the Chairman of the Budget Committee of the Verkhovna Rada, Roksolana Podlasa, in the podcast “What’s wrong with the economy” published by NV.
According to her, 322 billion hryvnia are needed just for training, food, clothing and payments for so many people. Another 400 billion hryvnia is needed for the purchase and modernization of military equipment.
“UAH 720 billion of additional needs per year is a colossal amount. This is about 22.5% of all our expenses in 2024 and 41% of defense expenses. Funds from international partners cannot be spent on the needs of the army. So we are talking only about internal resources. Enlarge by 40% in a few months – this is a very non-trivial task,” the people’s deputy noted.

Reimbursement of necessary expenses – possible options
According to Podlasa, various options for additional sources are being discussed – from the return of the progressive rate of personal income tax (PIT) and luxury tax to additional collection of resources from local budgets, from which the “military” personal income tax was already withdrawn in 2023.
“According to the Ministry of Finance’s calculations, in 2024 the general funds of local budgets will receive UAH 462 billion; last year it was UAH 442 billion. Local budget revenues are those internal resources that we can direct to the needs of the Armed Forces of Ukraine,” noted the committee chairman.
In addition, Podlasa said that the government may resort to so-called manual regulation of local budget expenditures. Thus, in November and December 2023, as the parliamentarian notes, the third stage of payments under Resolution No. 590 “On approval of the Procedure for the exercise of powers by the State Treasury Service in a special regime under martial law” – capital expenditures (for construction, repairs, purchase of equipment) – was regulated by the government due to uncertainty about international funding at the beginning of 2024.

The Cabinet of Ministers of Ukraine, after revision, submitted to the Verkhovna Rada a new bill No. 10449 concerning mobilization, military registration and military service.
The main innovation of the updated bill is the imposition of restrictions on evaders through the courts. Now the TCC must go to court, which can impose restrictions on the person liable for military service.
In addition, summonses to the military registration and enlistment office are going to be sent via an electronic account.
At the same time, Deputy Chairman of the Committee on National Security Issues Yegor Chernev noted: although the new draft law on mobilization has many correct provisions, a significant number of amendments are expected.
