According to the investigation, due to difficult weather conditions the helicopter flew at an extremely low altitude. The crew commander saw an obstacle and, while making a maneuver, lost his orientation and collided with the ground.
Employees of the State Bureau of Investigation have completed their study of the circumstances of the helicopter crash that occurred on January 18, 2023 in the city of Brovary. As a result of the incident, senior management of the Ministry of Internal Affairs was killed. This was reported by the press services of the State Bureau of Investigation and the Office of the Prosecutor General.
“The case materials are open for review by suspects and their defense attorneys, as well as victims and their legal representatives. After review, the materials will be transferred to the court,” the SBI said.
In August 2023, investigators brought charges against five officials of the State Service of Ukraine for Emergency Situations who allegedly violated safety rules during the flight of a helicopter carrying members of the leadership of the Ministry of Internal Affairs of Ukraine and accompanying persons:
- Head of the Department of Aviation and Aviation Search and Rescue of the State Emergency Service of Ukraine,
- and about. commander of a special aviation detachment;
- Deputy Commander for Flight Training;
- commander of an aviation squadron;
- to the head of the flight safety service of the Special Aviation Detachment of the Civil Defense Operational Rescue Service of the State Emergency Service of Ukraine from the city of Nizhyn, Chernihiv region.
As reported in the Ukrayinska Pravda publication, citing its own sources, all of them are now under a preventive measure in the form of night house arrest.
During the investigation, it was established that these persons committed violations in the field of flight safety of the helicopter that was transporting the leadership of the Ministry of Internal Affairs. The accident occurred on January 18, 2023 in the city of Brovary.
In January 2023, the leadership of the Ministry of Internal Affairs of Ukraine planned to visit the Kharkov and Dnepropetrovsk regions. Employees of the State Emergency Service were involved in transporting the delegation in a helicopter designed to quickly respond to possible emergencies. However, based on the results of the investigation, it was established that the aircraft did not have the appropriate permits to perform other types of flights.
The crew commander began the flight without meteorological data along the entire planned route, and the crew did not have the appropriate permits to fly in difficult weather conditions and the necessary certificates.
Not a single person responsible for flight safety canceled or rescheduled the flight until favorable weather conditions occurred.

When the helicopter fell, it damaged a kindergarten, neighboring buildings and parked cars.
Let us recall that SBI employees reported suspicion to five officials of the State Emergency Service who violated the flight safety rules of the helicopter that crashed on January 18, 2023 in Brovary, where the leadership of the Ministry of Internal Affairs of Ukraine, in particular its head Denis Monastyrsky, died. That day, the crew took off during unfavorable weather, without the necessary certificates and appropriate permits to fly in adverse weather conditions. As a result of the plane crash, nine police officers and five city residents, including a child, were killed.
