Journalists found out that according to law enforcement officers, the supplier ordered 100,000 flasks at a price of $7.9. It is assumed that the amount of damage caused reaches 700 thousand dollars.
Ukrainian law enforcement agencies suggest that the Ministry of Defense of Ukraine purchased Chinese-made plastic flasks for the Armed Forces of Ukraine at a price 13 times higher than the cost. Based on the documents that came into the possession of the journalists of the Glavkom, an investigation was conducted, the results of which were published on March 3 on the website of the publication.
The journalists found out that on July 3, 2022, according to a contract with the Ministry of Defense, the Kiev company Prolog Service ordered 30,150 Chinese army flasks with the inscriptions: “06.2020. Property of the Armed Forces of Ukraine. Not for sale” with a total value of 238.1 thousand dollars. The cargo proceeded through customs in Transcarpathia, and after checking by law enforcement agencies, it turned out that the flasks were purchased at an inflated price.

Based on the data from the commercial invoice dated July 3, 2022, the journalists calculated that the price of one piece was $7.9. At the same time, in the course of operational measures, it was found that their real price is several times lower than that indicated in the customs documentation – $ 0.59 per piece. Thus, the flasks were purchased at a price of 13 times higher than the actual cost.
Law enforcers admit that the Prolog Service company ordered a total of 100,000 flasks.
“The preliminary data obtained suggest possible corruption on the part of representatives of Prolog Service LLC and interested officials of the Ministry of Defense engaged in public procurement, in accordance with contract 286/3/22/48 dated March 23, 2022,” the investigation material says. , which fell into the hands of journalists.
It was assumed that the goods passed through several European firms – “gaskets”, where fictitious documents were prepared.
After that, the Commander-in-Chief made a request to the Ministry of Defense. The department replied that the army flasks were indeed purchased from Prolog Service LLC at a price of UAH 318 ($7.9). At the same time, it was noted that after all taxes, the supplier’s earnings amounted to only UAH 15.34 per flask.
Meanwhile, investigators have yet to conduct an examination and find out the material from which the flasks are made, since this is the factor that affects pricing. However, in general, law enforcement officers suggest that the losses of the state budget from this transaction could be at least 700 thousand dollars.
In conclusion, journalists, citing unofficial sources, reported that after the so-called “egg scandal”, the Ministry of Defense undertook to check all possible contracts, where there could be any hints of abuse.
It should be noted that on February 28, the Ministry of Defense published an official statement that spoke about renewed contracts for the purchase of food products for Ukrainian military personnel. In particular, changes were made to eight contracts, according to which eggs now cost from UAH 8 to 9 instead of UAH 17 per item, depending on the variety.
Recall that the Minister of Defense of Ukraine Oleksiy Reznikov said on February 9 that in 2022, following the results of internal proceedings, a total of 621 officials from the defense department and the Armed Forces of Ukraine were brought to justice. According to him, 497 officials were brought to material responsibility, and 124 persons suffered disciplinary punishments.
